Health Care for PLWHA

In Hungary there is one centre providing medical care for PLWHA. It is the 5°i Department of Medicine at the Saint Lészl6 Hospital Budapest (5DoM).

It is a well equipped inpatient ward. lnpatient service occurs here.

It is also the institution for treatment outpatients. At time of writing the number of outpatients of (5DoM) is about 290.

The Clinic of Venerology (Budapest Medical University) provides outpatients with mainly venerologic treatment for those tested and fourni positive.

Treatment

is available for every verified and registered PLWHA.

is according to up-to-date regimens. HAART is used_ The most recent drugs (nucleosid, non-nucleosid analogues, protease inhibitors) are available for patients. Those who are eligible to receive HAART and undertake it, are provided with it according to national guideline, comparable to international ones.

Antiretroviral treatment including laboratory test ie. viral load are provided for patients free of charge. Costs are covered by National Health Insurance Fund.

Other drugs except antiviral ones are to be prescribed and paid for individually.

The 5DoM has been participating in international investigations in phase III clinical trials since 1994.

The introduction of HAART (Highly Active Antiretroviral Therapy) and the viral load measurements have led to significant improvement of life expectation and quality of life for PLWHA. However, personal experiences as well as the scientific data of medical research have made the importance of treatment adherence clear. Thus compliance is a crucial point of this treatment regime. Having recognised these facts the PLUSS Hungary facilitates several programs to inform its members about the huge advantages of compliance.

Establishing PLUSS Hungary

PLUSS, the Hungarian Self Help organisation of People with 111V and AIDS (PLWHA) was established in August 1989 among the first Hungarian NGOs, one year prior to the change of political system in Hungary and in the whole East Central European region.

There were some HIV-positive people in 1989 (and before) who received their treatment from the 5 DoM. They met each other many times and often spoke about their own individual problems concerning health issues. There were social, employee, pension, insurance, legal, housing, family, etc. problems. It became very obvious that these problems could not be solved individually. It was a hope that they could be solved them more effectively by means of a forma) association or organisation. These HIV+ people were also encouraged by the medical staffs of 5 DoM, who contributed spiritual and organisational support. These people were empowered to establish a self-help, non-governmental, non-profit, civil organisation. Condition of membership was either be HIV+ or AIDS status or a willingness to support PWHA by any means.

Based on the above-mentioned situation, the aim of the PLUSS was declared in its Statute, in effect since the organisations establishment Some central elements of thé Statute are quoted below

Declaration

The PLUSS Hungary is independent of political parties. It has never either requested or received any support from them. PLUSS Hungary has never proposed or supported any person as candidate for Parliamentary representative, and will not do so in the future.

PLUSS Hungary also guarantees members' anonymity. Rejects any data-collecting by means of which seropositive persons can be identified

PERMANENT ACTIVITIES of PLUSS Hungary on the basis of its Statute

1. Creates decent social conditions for people living with HIV and AIDS

Organises social gathering for teaching, discussing and socialising twice monthly, helps newly seropositive persons. Organises recreational week-ends once or twice a year outside the capital

Informs and instructs PLWHA in compliance, adherence to HAART. Through newsletters, leaflets and web site aids their self instruction

2. Provides people in social need with financial support.

Reimburses the costs of medication other than antiviral drugs for pensioned persons. Among those there are several who live under the minimum limit for acceptable standard of living. Typical pensions can be as low as 50-75 USS/month.

3. Assures their social and psycho-social care

by social services at different governmental institutions,

by integrating new 1-1V-positive people into the organisation;

4. Helps to solve the problems of home care for those in need

members are assisted with attention and tare at their home after hospital treatment, keeping in contact permanently as necessary

5. Helps to prevent the spread of AIDS

teaches primary prevention in schools (secondary and tertiary level), in prisons, in military institutions and facilities;

continues secondary prevention and education among sero-positive persons;

6. Protects their economic and Iegal interests by acting as legal advocate:

seeks compensation for persons who infected by blood transfusions;

represents PLWHA in court for personal legal redress;

presented opposition to the Constitutional Court with regard to discriminative testing practices;

7. Informs and instructs healthy people about the dangers of HIV-infection

Disseminates its own publications (newsletters, yearbook) and materials on prevention to at-risk groups. Established a home page at the end of 2000.

Participates in post graduate courses for medical doctors.

8. Others

Commemorates Candle Light Day and AIDS World Day.

Carnes out PR activity.

Researches supporters and donors

9. Contacts

Represents the organisation (or members) in the media.

Participates at conferences and discussions concerning the subject and interests of PLUSS. PLUSS representatives attend different world, European and regional conferences

PLUSS organised two East European Regional meetings of EuroCASO and EATG (1994 and 2000).

Makes contacts and co-operates with different NGOs and governmental organisations and institutions PLUSS is the largest civil organisation in Hungary which has the highest number of HLV+ people. Of course, there are also other NGOs in Hungary which deal with different aspects of AIRS

MEMBERSHIP

The number of regular and formal members has been between 200-220 since PLUSS was established in 1989. Among these have been 20-22 sero-negative persons. Approx. 15-18 % of members are women

In surveying the purposes and activity of PLUSS Hungary, it can be seen that its fields of activity are rather broad, but also limited. What is not limited is the readiness to help PLWHA, who are in need regardless of their nationality or gender or sexual orientation.
